Mahaleris insisted that Texas had already set all necessary declarations well ahead of the storm, contrary to Biden's statements.   The hurricane significantly affected eastern Texas, particularly around Houston, causing massive power outages and disrupting flights, with millions of residents affected and extensive flight cancellations and delays.
